Generally the tooling total cost includes the physical tooling cost, tariff, and transportation cost;
Tariff:
For most of the country, the import rate for tooling should be no greater than 5%;
US is a special case, US imposed additional tariff for some products made in China since Y2019. So generally the current tariff should be original tariff rate plus additional 25%(Exemption for some HTS code ).
-If it belong to 8207.30.30, then the current tariff should be 5.7%+25%；
-If it belong to 8207.30.60, then the current tariff should be 2.9%+25%; But If it belong to 8207.30.60.32, it will be exemption of the additional 25% tariff,then the current tariff will maintain the original rate-2.9%;

Transportation cost:
Normally the oversea customer will choose sea transportation or air express balancing the cost and lead time:
For air express, the cost is around 10 USD/kg from China to US or Europe, however the price fluctuates due to the global pandemic situation. The normal lead time by air is one week;
For sea transportation, the cost is around 5 USD/kg from China to US or Europe, however the price fluctuates due to the global pandemic situation. The normal lead time by sea is 35-50days;
